After you get your nation dex get more 3/4 of it and go to the shrine in Ilex forest and celebi will be flying around it
I've heard many ways:
1. Get a GS ball and take it to the shrine in Ilex forest. (Celebi is the forest's protector).
2. There will be or was a celebi event.
3. Trade somebody for a celebi.
P.S. There may or may not be a GS ball in soul silver. If there is, its difficult to get one. I've tried to get celebi that way, and I couldn't figure out how to get a GS ball. I've given every apricorn I could find to Kurt in Azaria town, but he never gave me one. I've also heard that it's possible to get one after you beat red, and complete the national pokedex, but even thought its not terribly difficult to beat red, to complete the pokedex would take finding a Celebi right? So really I doughbt that the first one will work that well...
well people say that if u get a black apircorn u get a gs ball then got to ilex forest shrine and i guess celebi attacks u i don't know if this works but that's what people say
