To get a celibi in Pokemon heart gold or soul silver you have to do a wi-fi event.
And another way to get a celibi is to have action replay.

You cant... You have to trade Celebi, or hack it from Action Replay DSi. That's what i did with my shiny celebi... but not my first celebi. I traded my first Celebi.
