The only way to get the Johto starters in FireRed and LeafGreen is to obtain them in Colosseum (Mt. Battle 1-100 Challenge) and trade them to the Gen III games Ruby/Sapphire/Emerald. I am unsure if FR/LG can communicate with Colo. directly.
