You can't get Cresselia on Blue, it wasn't around back then.
If you mean Diamond instead of Blue, you have to go to Fullmoon Island to see it and then follow it around like you had to do with Mesprit. Ask someone else if you want more info on it; I don't remember how to do it. I caught my Cresselia over a year ago.
