first you need to get the hm's surf waterfall and rock climb. After you do that you go the same way you would to get to the spear pillar and stop at one of the rock climbs and go in a cave where you go into the water and use water fall. Then there will be another cave with a rock in the middle of the room. Go press A at that rock and you'll get the stone plate. When you go in that room there will also be two items. Once you have those go to the top of spear pillar and there will be a blue portal. Go to it and press A. DIALGA will appear. After that go back out the cave to get to spear pillar then go back in and there will be a pink portal. Press A and PALKIA will appear. I hope this helped.
