It is not possible to encounter a Wild Dialga without the use of a cheat device in Pokémon Black Version, unfortunately. The only ways to obtain a Dialga in Black are by transferring one using Poké Transfer (at the Poké Transfer Lab on Route 15) or by trading one from another copy of Black/White Version. With the release of Pokémon Dream Radar (eShop download) and Black Version 2 & White Version 2, however, one will be able to capture Dialga in the former by having a Generation IV game in the 3DS's Card Slot while playing, and then the player can transfer the Dialga over to Black 2/White 2, and finally the Dialga can be traded from the Black 2/White 2 game to the original Black Version.
