After getting the National Pokédex, go to Bebe's (the PC lady) house. She'll offer you an Eevee, level 5. I suggest you save before you talk to her and keep trying until you get a female. (Ratio of male Eevees to female Eevees is 7:1, so if you plan on breeding, it's a little annoying.)
After that, occasionally the owner of the Pokémon Mansion (south of Hearthome) Backlot, will mention that he has Eevees in his garden. The encounter rate is pretty low (I tromped around for about 30 min. before running into one). I suggest you catch a male and breed it with your female, and before you know it you'll be running around with more Eevee eggs you can handle.
