you can catch a feebas at route 119.Yes, but it is ultra rare. You have to go to route 119, but it randomly changes tiles when the Trendy Saying is changed. I believe you use at least a Good Rod. The only Pokemon you absolutely need in your party is one that knows the HM moves Surf and Waterfall....and the Pokemon in your party won't effect where Feebas is located

There are over 400 tiles in route 119 and Feebas can only be found in 6..it's location is completely random so you can't go by where anyone says it is... Feebas location can be changed by changing the trendy saying in Dewford Town.... which randomizes Feebas location again.
You CAN catch feebas with ANY rod...but for the best results the SUPER ROD should be used... due to the fact that the only other Pokemon that will appear is Carvahna... you need to CATCH 6 Pokemon in each spot before being able to move on to the next... Feebas will be the 6th Pokemon to appear if it is there....also after you find aFeebas... it will be the only Pokemon you see in that tile when fishing
