Prime armor (to my knowledge) is just a skin for recruit armor that you get from the limited edition.
To unlock Recon armor in Halo 3, you originally had to beat all of the VidMaster achievments, but the armor is now available to all players. To unlock the recon armor in Halo: Reach you had to pre-order the game and you would get a long (25 character) code for the recon armor DLC. To unlock the recon armor in Halo 4, you had to either pre-order the game or simply buy the armor with your in-game credits.

There is no Halo 4, and will be none, however... I think you are referring to Halo 3: ODST. If that is the case, then you can acquire recon armor by completing all of the Vidmaster Challenges in both Halo 3, and Halo 3:ODST.
Nope. The storyline for Halo 4 is more rich and possibly heart-warming at times. Black Ops 2 has bloody and brutal scenes, and lots of cursing. Halo 4 does have blood, but not that much of it, and does not contain that many curse words. The graphics for Halo 4 are MUCH better than those for Black Ops 2, and the shading effects and scenery for Halo 4 are phenomenal. There is also much more to do in Halo 4 than Black Ops 2. Halo 4 offers a long campaign, action packed multiplayer, a second campaign known as "Spartan Ops", and even a tool known as "Forge" that allows you to create your own multiplayer map. Yes, Black Ops 2 is a good game, but Halo 4 is probably the better of the two.
