Lugia is only ubtainable in a Nintendo Event and Ho-oh is only ubtainable by doing the 1st to 100th challenge in a Colleseum bonus disk. Lugia is obtainable (after purrification) if you trade it from Pokemon XD: Gale of Darkness.
