To get Ho-oh on Soulsilver you have to beat the elite four, and get the first 14 to 15 badges. Go to Pewter City and talk to the old guy next of the mart. He will give you the Rainbow Wing. After, go to the Bell Tower (Ecruteak City) and the guy whose there will let you through. At the top, there will be a lvl. 70 Ho-oh, it's moves are: Sacred fire, Punishment, Ancient power and Safeguard. Bring your strongest pokemon, and lots of ultra balls and potions.
