To get groudon or kyogre you have to beat the Pokemon league then go to the weather institute {where you got castform or next to fortree city} and talk to the scientist upstairs to the left and he will say that there's a drought on a routewhatever and that's where groudon is. he is in a cave on that route. but you have to hurry because he will not be there all the time. if you didnt find him talk to the scientist again and groudon will be on a different route. do the same thing to get kyogre.kyogre wil be underwater so make sure you have a Pokemon with you that knows dive.kyogre is also in a cave but underwater.it might be hard catching them.good luck!

You can't get Kyogre in Pokemon Ruby but you can get Kyogre in Pokemon emerald and sapphire and in ruby you only get groudon and rayquaza. In sapphire you get Kyogre and rayquaza and in emerald you can get groudon, Kyogre, and Rayquaza.
