Cave of Origin but I don't recommend it. If you want a Kyogre, get HeartGold. HeartGold Kyogre kills Hoenn Kyogre anytime.

Sadly, you can not. You have to migrate from Saphire or Emerald, or if you have traded it to a Ruby, from there.

IN EMERALD U GET RAQAUZA AND GROUDON AND KYOGRE IN EMERALD U GET RAQAUZA AND GROUDON AND KYOGRE Ummm Okay, I dont think you can get surskit in emerald and you cant get zangoose in it either, or lunatone. You have to get zangoose and surskit in ruby, and i think you get a lunatone in saphire.
The legendary Pokemon in Pokemon sapphire are groudon, rayquaza, Kyogre, Regice, Regirock and registeel EDIT: No you cannot unlock/get Groudon, Rayquaza, or the Regi's.

you can only do this if you have beaten the elite four and have captured kyogre, groudon or raquaza(depending on what game you have.) use rocksmash at the entrance for groudon/ruby surf at the entrance for kyogre/saphire or fly for rayquaza/emrald kyogre will make the water rise, groudon will make land stairs, and rayquaza will make a cloud path. hope this helped :)
Ruby and Saphire vary in available Pokémon, a little bit on storyline, and by the tent color that you get from the Trick Master between Slateport City and Mauville City. You can catch Latios, Lunatone, and Kyogre in Saphire. You can find Latias, Solrock, and Groudon in Ruby.
