There are three methods you can choose from: Recruit five Riolu then release them at the release point to get a Lucario ticket and use that at the recruit point, Recruit it when it's a boss I believe it's in the Cave or Tower level, Recruit using the recruit point in the mode after normal mode (EX works too) just make sure you put yourself on the S rank.
