When you signed up for Pokemon Go you either chose to signup with your trainer account or google account. To cancel your trainer account you would need to contact The Pokemon Company. Canceling the link between your google play account and the app can be done in your google play settings. You can also just uninstall the app and choose to clear the data.

No, Pokemon GO itself is not dangerous. Paying attention to your phone instead of your surroundings is dangerous, especially while driving. Going to dangerous places and trespassing is dangerous, and you shouldn't do either one, even if you might be able to catch a cool Pokemon. As long as you remember that it is just a game, and take care of things in the real world, you should be fine.

You may have the feature turned off, or the app might not have permission to use your phone's camera. Check the game's settings and your phone's camera settings to make sure it has the proper permissions.
