Empoleon- Evolves from Piplup, who is obtained from Rowan, if you picked him at the lake.

Arceus- Obtained with Heaven's Flute at the top of Mt.Coronet. Heaven's Flute is found via Nintendo Events.

rampardos (evolves from cranidos)

azelf (not considered uber)

deoxys speed (technically ou not uber)

first guy:your team is not wifi legal

second guy: ur dumb azelf and deoxys are uber but atleast deoxys is legal and maybe azelf i don't remember

Dude azelf and deoxys arent ubers. while deoxys might i forget but azelf isn't uber.

Third Guy: the team of azelf ur team isn't bad but deoxys is an uber I suggest replace with another psychic, like espeon or gardevoir these are good psychic Pokemon.

There is no "best team", it depends on what you need to do with your pokémon. Just for in-game purposes, a Bidoof is very useful because it can learn most HMs, and pokémon with the Pick Up ability are handy because if they have a high level they can pick up rare items (even Rare Candies).
If you do competitive battling, then everything depends on which category you compete and what kind of opponent you think you'll have.

For emerald i think it would probably be a linoone,castform,rayquaza,swampert,camerupt, and breloom. It probably sounds like a bad team but they can be trained to be really awesome. And breloom is a better fighting type. Everyone else always gets machop or makuhita. And rayquaza is an awesome legendary and you can get it by playing the game for a while. Linoones always pick up awesome items like rare candies. Castform is just cool cause it can change forms and can learn alot of TM's. Swamperts' an awesome last evolved starter and it learns alot of cool moves by itself. And camerupt is a very powerful pokemon.

Or maybe you could have a skarmory insted of cast form because skarmory is awesome!!!!!!!! Maybe an armaldo too for breloom if you dont like them.
