I have Pokemon Sapphire and I've caught Lugia. To catch it you have to follow your map. It will have a dot wherever he is and you need to go there. A lot of the time he changes place right when u get there. It is very frustrating but eventually if you do that u will catch him. He is where the dot is in the nearest grass by the dot on the map.
