For SoulSilver, you use the master ball that Professor Elm gave you. If your Pokemon is strong for Lugia, switch to your weakest Pokemon. Make sure that your Pokemon is at least level 45. Before you catch Lugia, make sure you save the game. If you have HeartGold, after beating the elite four, and the 16 badges, you have to go to the Whirl Islands (near Cianwood City where you get the medicine for the sick ampharos in the lighthouse) and obtain the silver wing. Go all the way down until you see the huge waterfall.
