After you beat the game the first time, you can unlock Lyon by beating the Ruins three times (before beating the game, this gives you the item Nagalfar). If you do not want to go through the motions of beating the game, you may follow the instructions below for getting Lyon with a GameShark:

After you have entered the code, DO NOT activate it. Simply let it lie dormant.
Next, move a unit that you DO NOT care about to first position in your "Choose Unit" list before beginning a Chapter (This works most conveniently in the Tower of Valni). Take note that this should be done with a worthless unit, because that unit's identity will be destroyed and replaced with Lyon's.
After you have done that, simply activate the code. This will rewrite the data for the original character with the data for Lyon.
Enter battle with the newly created Lyon, and deactivate the GameShark. Battle for a round, then do a soft reset. This will store Lyon's data permanently as that character. However, there are possible repercussions: the Lyon you create will be rather glitchy if it was originally a weapon user instead of a magic user.

The only way to get Lyon is to defeat the game, then afterwards, go to the Ruins and beat it three times, then you can use Lyon.
You have to get to level 10 i think on the tower of valis (sorry forgot how to spell the tower's name)
You have to beat lagdou ruins three times in order to get Lyon the Necromancer . This is really tough without bishops or all level 20 units with special items ( nidhogg, vidofnir, etc.) because there are Draco zombies toward the end and other high level creatures around.
Before i tell you how to get lyon, the only game you can get him on is "fire emblem: the sacred stones" no other. you beat lagdou ruins three times and you get lyon after you've beaten the game. but when youre going through the ruins look out for Draco zombies and gorgons. those dudes will really cut down your party's health and condition. also the best strategy is to get ALL your guys to lv.20 and split them up into groups. if you send one troop out alone, no matter what level, its a 70% chance he will get killed so best you send out troops in a group. in my opinion, the best class for lagdou ruins is a bishop lv.20, so get as many of those as you can.

(so do I) but the only possible way to get lyon is to beat the legdou ruins 3 times! oh my days! how are you gonna do that? i did it once but i stupidly deleted my file :-( snd now im stuck! heres a tip, get as many lv.20 bishops as you can, as many lv.20 paladins as you can, and for godz sake, get ephraim and erika to lv'20 too!
