First go to Rustboro city and then talk to the gym leader 10 times then he will give you a ticket to an island then you will meet a woman then talk to her she will battle you defeat her then you will see Mew go back to Rustboro city and you will see mew again battle him and you might capture him.
You can't. Believe me, I tried this and apparently, it didn't work.
