basically you go to the buried relic and you must have the music box (to get the music box you must get the parts from regice, regrock and regsteel) with you, from floors 40 to 99 mew can appear, no guarantees but he will come eventually, ( x ray specs can help with the search)

∙ 11y agoMew hangs out in the Buried Relic. It shows up between the 36th and 98th floors, but that doesn't mean it's easy to find.
If I recall correctly, you also exit the dungeon after befriending Mew.
