After the man tricks you into thinking the tires was nessie go back and threaten the police. He will run away. Go back to the pub and tell the other guys you want to play darts. You will get a submarine ticket. Take a picture of the statue thing at the bottom. Show the guy who dosen't believe in Nessie. He says it isnt the real one. Before you leave beat the guy who gave you a boat ticket at darts. He will say you cheated and not give you anything but another guy gives you a penny whistle. You should have a camera. Hop in the boat again and sail out where the tires where but go left one more and blow the penny whistle. Neesie pops out and you snap a pic!
