You can get the Poke tracker also known as the Poke Radar after you have received the National Pokedex from Professor Oak. You must then go to the Pal park on route 221 and once there Professor Oak will give you the Poke tracker.

First u have to have action replay for new Legendre tracker u have to go to VeliStone city. then you have to go onto the black land then take 500 steps right then reset your counter. after that you have to go 65000,steps forward then u should see a old man and then don't talk to him but you have to talk to the guy next to him he should be holding a poke ball then talk to him and the game should freeze then restart it and redo it then in front of him you will see the poke ball then take it it will be a rainbow stone give a eveee it then it should evolve evolve to a legendary Pokemon and it will be a groudon then talk to the groudon and you'll get it.
