The only way to obtain a Rayquaza in Pokemon platinum is either from transfering it from Pokemon emerald,ruby,Sapphire or From Pokemon heart gold or soul silver. To get it in Pokemon HG or SS you need to receive a red or blue orb from mr. Pokemon after you complete the national dex. Other than that Rayquaza is NOT AVAILABLE to obtain in Pokemon platinum
