in pearl,you can get it by going to veilstone city[3rd gym leader city],then go to the game prize corner house,but first you have to buy some coins and win a lot at the game corner.the guy at the game prize house can give you a giga impact tm,but you hafta win enough coins.there are other prizes as well.i guess its the same for diamond,but i dont know about platlium.
