For proof, when you unlock every character, it even awards you for it. If you still don't believe me, even keep looking for videos on YouTube that show you how to unlock him until you get bored of Rick-Rolls that come a lot.
I'm sorry but the only way to get Tabuu is by hacking the game you can't unlock him in the traditional way.
