To get Zoroark, you have to have one of the event shiny legendary trio (Entei, Raikou, and Suicune) from GameStop or the WiFi event, and use the Relocator to take them from Diamond/Pearl/Platinum/HeartGold/SoulSilver(which ever you got them on), and put them on Black or White. This triggers an event where you can access Lostlorn Forest to get Zoroark. Make sure to bring adequate pokeballs, Zoroark is at lv 25. You can get multiples of the trio if you have multiple games. To get Zorua, do the same thing but with the event Celebi. There is a girl in Castelia city with what appears to be a boy. Take Celebi there. The boy will reveal himself to be Zorua. You do not battle him, you just need any pokeball. These Pokemon are not available without the events. I am not aware if there are any cheats or Action Replay codes to do it without the events.
