I think you have to do all the Kanto gyms and the Johto, go to Mount Silver, then beat 'Red', who has a level 88 Pikachu. After that Proffesor Oak gives you a choice of the three Kanto starters, Charmander, Squirtle and Bulbasaur. So just compleat the game, basicly.
