There is no way, you have to have all 16 badges. I don't suggest using an action replay as it could harm or corrupt your gaming system or cartridge. It's not worth the $20 risk (plus however much your game system/ cartridge is worth) to buy an AR. I've discovered a safer way of cheating if you really, really need a Pokemon. The best way is to use Project Pokemon to create any Pokemon at any level with any moveset and receive it with a DNS code through the GTS. The best way to get Mewtwo is to just play through the game and obtain it in Cerulean Cave (I began to cheat after I finished the game so that I could fully enjoy training up my Pokemon).

This event will last until March 6th, 2012. There was also a similar event occurring for Japanese Black/White carts back in 2011.
