So you want your Pokemon to have max happiness...
Here's what you have to do along with some tips:
1.) Use a Luxury Ball.(Note: If you already own the Pokemon, skip this part.) If you don't own the Pokemon yet, catch it with a Luxury Ball, this way it will be much easier to raise your Pokemon's happiness.
2.) Next, give your Pokemon a Shell Bell which can be found in Shoal Cave if you bring the old man there enough Shoal Salt and Shoal Shells.
3.) Don't let your Pokemon faint! If your Pokemon has 10% or less HP remaining, heal your Pokemon immediately!
4.) Give your Pokemon treats. Give as much treats (Rare Candies, Protein, Zinc, Calcium, Carbos, etc.) as possible.
5.) Don't place your Pokemon in the PC. For some reason, a Pokemon's happiness level neuters if it is placed in the PC.
6.) Don't use FLY. This makes raising your Pokemon's happiness much quicker.
7.) Level your Pokemon up! Some Pokemon evolve via max happiness like Chansey or Azurill.
8.) Battle the Elite Four once more. The more you level your Pokemon up, the more it's happiness will grow and since battling the Elite Four gives you a lot of experience points (around 20,000 experience points), battling them would come in handy unless your Pokemon is Level 50 or below.
After doing the aforementioned instructions above, pretty soon, your Pokemon will have max happiness. To know the happiness level of your Pokemon, go to the lady next to Wanda's house in Verandturf City and she will tell you weather your Pokemon trusts you, not used to you, hates you, or loves you.
