When catching a Rayquaza, it works best to catch him when has no conditions, like confusion or sleep. Second, he needs to have low health. Finally, now matter what others say, regular Poke balls give you your best chance of catching this rare pokemon.

in emerald version you can get him in a cave but you need a Pokemon that knows surf

but youll run into a baygon first catch it. it wont be there any more after that.
