You could breed it with another marill, holding a Sea Incense , and in pokemon pearl is Sinnoh, so there's a safari zone, you can catch one there. You can catch it also in Pastoria City's Marsh game areas 1-6 and in the Trophy Gardens.

Evolving a Marill would result in an Azumarill, NOT an Azurill. To get an Azurill, you need to give a Marill/Azumarill a SEA INCENSE from the top of Mt. Pyre, and put it in the Daycare with an Azumarill/Marill of the opposite sex or a Ditto.
