But, if you have an iPhone 4 you can do it without jailbreaking.

Just download a lot of apps. There's not much more to it than buying a lot of apps and putting them all on the iPod Touch.
There are numerous great apps that you can download to you iPod for free! I have never paid for an app and I have over three pages of apps. If you do pay, most apps are $.99.
