Hold a treat in your hand - something he really likes to eat. Show it to him. Now close your hand and put it on your chest. Say "Speak!" You'll probably have to repeat the command a few times. When he barks, give him the treat. Eventually, he will learn to bark whenever you put your hand on your chest or whenever you say "Speak." Im adding to this that you may also use other ways to have your dog bark as all dogs won't bark whenever you hold a treat to your chest. For example instead of holding a treat to your chest to have your dog bark, you may use the dogs toys to coax him into barking.
