By making the owner die or make the dog's day badly until it runs away. Beware if you don't have a collar on the dog the sim(s) won't have a chance to find the dog again.
For the PS2 version, you can make your animals run away by not caring for them (making them starve, not buying a bed for them, etc.) but I am not sure if it will work for PC.

Well first your sim will have to have a bad future. The good thing is that both the teen and the kid can run away. I made mine run away by making the father cheat on the mother when the mother moved for a few weeks. After the sim has a horrible life as a child or a toddler, they might run away. Yes, your teen sims can run away on the Sims 2 for PC. How to accomplish this is to make the people in the teen's family be really mean to the teen and get their relationship really low. Make your teen never does his/her homework and make sure he/she does really badly in school. Then choose a member of the family to constantly yell at that teen. Eventually, the teen will run away if you treat him/her bad enough. To get your teen back, click on the phone and choose the option "Report missing person" and the police will eventually bring your teen back to the house.
