To get a dragon you must install a mod called Akatosh Mount . Link = http://www.tesnexus.com/downloads/file.php?id=10344

After you download, open up My Computer, go to C:\Program Files\Bethesda Softworks\Oblivion\Data and place the .esp file inside.

Start Oblivion, and on the launcher, click Data Files.
Then check the mark next to the file you downloaded. TaDa!
