It depends on what game you have. In other words, only in HG/SS. If you go to the shrine in the Dragon's Den, a guy will ask you some questions. If you get them all correct, he will give you a Dratini with Extremespeed.

Dragonite doesn't learn extreme speed through level up, nor from other pokemon by egg breeding. The only way to get a Dragonite with extreme speed is from HG/SS version in Dragon's Den, after giving the old geezer guy inside the right answers for his test. If you answer correctly he'll give you a Level 15 Dratini with extreme speed. However, giving him a slightly wrong answer he'll give you a regular Dratini.
Only in Pokemon HG & SS is one of dratini's egg move and you can get one if you complete the elder's quiz in dragon's den in blackthorn city in the Johto region
To get the Dratini with the move Extreme Speed in HeartGold OR SoulSilver Versions, you just need to pass the elder's challenge in the Dragon's Den, exit the Dragon's Den, and re-enter and talk to the elder again.
You just gotta act like Ash (with his "I love Pokemon!" Attitude).
You must have already been to the Dragon's Den once before (the location of which is only accessable after defeating Claire) and answered the master's questions correctly. If you return to the master, he will say he has a gift for you, and will give you Dratini. You must have an open slot in your party, though.
dratini can learn moves like wing attack the coolest attack he has is when he is a dragonite then it learns hyper beam in Pokemon heartgold/soulsilver, its possible to make dratini learn fly WITHOUT an action replay or hacking. just get a salamance that knows fly and a dragonite and breed them. if you are lucky, you will hatch a dratini that knows fly lol

You can't actually get it, but I know some Pokemon who can learn it. Arcanine can learn. I have one that's lv.68, and it knows extreme speed. You can get one by catching a growlithe. Give it a fire stone and level it up. Bam - you've got a great Pokemon that knows extreme speed.
