Aurora ticket is only avaible in leaf green, fire red and emerald. But not ruby or sapphire.

Use the Record swap place at the Pokemon Center with a Ruby/Sapphire game that has the Eon Ticket, it will be transferred to you. Unfortunately, Emerald is not compatible with the E-Reader, so this is the only way to get it.
