#1 Throw a water balloon at Doug Bot
#2 He will ask you to get a new dashboard from Otto
#3 Go to your friends list and type "Otto" into the search bar
#4 Click on the picture of a window underneath Otto's avatar
#5 Otto will give you the dashboard
#6 Go back to The Pier
#7 Throw the dashboard at Doug Bot
#8 He will give you a laser gun (it can only be used once)
