Go to the bottom of lavaridge town. Go up the stairs to place near the cable car (but don't get on it!) Instead, go to your left and enter the cave (which is the fiery path). Cross through to the other side, and go up. There should be a man standing in front of a different-looking tree. Talk to him, he should give you TM-Secret Power. Teach it to a pokemon. Then use it on an indent in a rock wall, a big bush, or a large tree and use TM-Secret Power. Voila! Secret Base (also known as a hideout)
