Wokori: If it's in Ocarina of Time, you have to go to Lon Lon Ranch and pay Ingo to ride a horse. When you're inside the horse place, play Epona's Song and get on Epona. While you are on her, talk to Ingo. Race him. If you beat him the first time, he'll challenge you again. This time it's harder. Just stay close to the fence. If you win (again), Ingo will lock you in. Just get on Epona, line your self up with the fence, and jump out of Lon Lon Ranch!
Rikuarf8: If you mean in Twilight Princess when Illia takes her from you, I'm sure there's a hole in the first phase next to Link's house on the left where you crawl through to get to her. You'd know that if you read what they said.
--If you mean in Majora's Mask, you have to wait until after you've beat the mountain area, get the powdered keg 'licence', and get rid of the huge boulder on the first day. Then you go there and talk to Romani and she'll tell you that aliens were attaking the cows. Go meet her around 2 AM and defeat the aliens, and she'll give you the horse.

When you're child Link, go to Lon Lon Ranch, where Malon will teach you Epona's Song. Then, after becoming an adult, go back to Lon Lon Ranch, and pay Ingo 10 rupees to ride a horse. Play Epona's Song, and on Epona, talk to Ingo, who will challenge you to a race. Beat him twice, and he'll close the gates to exit the ranch. Jump over one of the fences on the sides to escape.

Epona is the traditional name of the horse, such as in Majora's Mask and Ocarina of Time. However, Twilight Princess gives you the option to rename your horse. While the answer above is true for Link's horse, throughout the series the name of Princess Zelda's horse has never been official; however in 'the Legend of Zelda' by Valiant comics Zelda's horse was named 'Storm'. This however is not considered canon.

First you have to meet Malon on the way to the gates of Hyrule's Castle. She will give you an egg cucco. Wait until next morning for the egg to transform into a cucco. Then go to Malon's father and use the cucco. This will wake him up.
After you try to communicate with Zelda herself and sneak past many guards, you will be leaving Hyrule. When you are doing so, you will be on Hyrule field when you hear a horse noise. You will turn around to notice Ganondorf kidnapping Zelda on his horse. While doing so, Zelda throws her ocarina into the moat around Hyrule village. When the scene is over, go to the water (the moat) and dive to get the ocarina.
