You can either trade it via Pal Park from a GBA game or wait for another Nitendo Event, such as the one a little while back where you could go to Game Stop and download a Jirachi onto your game.
That, or you could use an Action Replay cheat to fill the pokedex or use the Pokemon modifier to catch it in the wild (though this qualifies as cheating).
