The letter is on the noticeboard in Crandal's barn. On one of the barn aisle is your pony's (and second and third pony's, if you have more than one) stall, and on the other side are Daisy and Splash's stalls, the vending machine and, closest to the very right of the game screen, the notice board. Click on the letter, and it will go to your inventory.
To mail the letter and receive 10 Wiggins Bucks, take the bus or ride your pony Downtown. Find the post office box (next to the bus stop), click on your inventory and then click the letter. Of the options that come up, choose "drop off". The letter will replace your mouse on the screen. Click on the post office box, and you will have mailed the letter. There will be no letter on the noticeboard until the next day once you've mailed it.
