Go to the Pokémon mansion and mansion and catch pikachus. you'll eventually catch one with a light ball as a held item and just remove the item. If you have a pokémon with compoundeyes in the front of the party you have higher chances of catching one with a light ball.

∙ 17y agoCatch a pikachu. Pikachu has a 5% chance of having a Light Ball when you catch it. I would recommend you do this at the power plant, as the pikachu in the forest near the start are very rare.

The GS ball hasn't been programmed in Pokemon diamond/pearl If you were wanting to get Celebi you'd be better off migrating from the 3rd gen. There might be a future event where you could get celebi on diamond/pearl. The only game which the GS ball has appeared is Pokemon gold/silver/crystal
