Put your masterball(s) in the 6th slot in your invintory
Fly to the guy who teaches you how to catch Pokemon
Listen to him do his thing
Then fly to Cinabar Island and surf the very right of the island (just on the wall don't go down to far and don't leave the wall)
when you find the Pokemon Missing No. or 'M run from the Pokemon
Check your bag you will have lots of whatever was in that slot
DO NOT CATCH MISSING NUMBER HE WILL CORRUPT YOUR GAME
