Yes. I have before, but only once, however. It is very rare to find an EX in a booster pack, but it's possible. You almost always get one in the tins. If you buy a theme deck pack you will never get one in it. The theme decks tell you what cards you get on the back of the box, if there is one in the tins, it will be showing, but however, it's always a mystery as to what cards you'll get in booster packs. It is, in fact, possible though, that you would get one in a booster pack.

In a booster pack (10 cards), it's just luck. In a big pack (paper box normally with 50-80), you HAVE TO READ THE BACK. This will tell you not only the amount of cards in it, but WHAT cards are in it. In the ones that are in a fancy tin box, again, it's just luck.

Yes, Mew full art plus EX does not make it better than Lugia full art EX. If you go on any selling websites, you'll find out. Mew is only like around 20- 40 dollars while Lugia is like around 40-70. Lugia is also cooler than Mew. The card has smooth material and Mew EX a rough material but is also good. I actually don't have Lugia EX yet but I have mew full art and EX so I know Mew's. If you take the advantage with battling style, I would say Mew because It has the ability Versatile. Ability: Veratile This pokemon can use the attacks of any pokemon in play(both yours and your opponents). (You still need the need the nessary energy to use each attack.)
