In order to get a dragon costume you must buy it or the other way is a MEMBER must complete EVERY quest in the whole game. Other than that there is no other way, sorry non-members your gonna have to save up those extra Orbs or dollars to buy membership or dragon on the game! I do not currently own a Dragon costume.
