First to get the national pokedex then u can put the gameboy game into slot 2 on the DS then start your game Pearl or diamond then on the main menu you will see the option migrate.

u first have to finish the game on ds-kill elite 4 and then when u insert a Pokemon card in ur gba slot and start the game again, then there will be a migrate option on the menu to ask u if u want to migrate
put the gameboy game into your DS. Load your DS game. When you go to load your game on DS you should see the option down below to migrate from what ever gameboy game you have in. Click on that and then pick the Pokemon you want to migrate. You can only migrate Pokemon you have in a PC box and you can only migrate six Pokemon. Then go to Pal Park and catch them after you migrate them.
You can migrate Pokemon by putting FireRed in the GBA slot of the DS and Diamond/Pearl in the DS game slot, and then starting up D/P and choosing the migrate option. This is only available however, after completing the Sinnoh PokeDex and beating the Elite Four.
