It depends if you mean Rox or actual, IRL money. Here are my two answers.
Rox: If you are a Member and a Super Moshi, you can get (so far) 13 moshlings without paying Rox for seeds.
IRL money: You can always get the moshlings with seeds - you do not have to be a member to get Dipsy, O'Really, Hansel, Gingersnap and other moshlings like that. However, you can only get 2 at a time.

This only works if you are a paid Moshi Monsters member. Go to the volcano, do a Super Moshi Mission and at the end of the mission you will receive a moshling. It will be sent to your Moshling Zoo.
