no... u can only get Regice in Ruby, Sapphire, and Emerald. Not Diamond, Pearl, or Platinum.
You can get the Nevermeltice in the Shoal cave,which is on Route 125.But the tide has to be low though in the Shoal Cave.Then go to the part where there is frozen ice.And then go up the steps and you will get a Nevermeltice. When held by a Pokemon,the Nevermeltice raises the power of its Ice Type Moves.
In the shoal cave where there you find that item 'nevermeltice' Hard to find but it's possible ;) Note: you only can get there when is NOT under water (when you can find shoal salt and not shoal bell)

Once Beartic is in battle against a fire Pokemon the item will know when to be used. Lets say your Beartic is battling a Simisear. Simisear used Flamethrower! But Simisear's Flamethrower won't work because the NeverMeltIce prevented it!
